A few years before the so-called Stabilization Plan (1959), the reconstructed Spanish industry, practice autarky after the Civil War, had been gaining activity, especially in areas such as Madrid, Barcelona, Valencia, Asturias and Bilbao, and increasingly needed to recover a minimum level of technology and quality, companies were not able to get by themselves.
