Resumen
En este artículo se propone una metodología para determinar la localización óptima de la universidad estatal en las regiones. En la metodología
establece un paralelo entre la universidad y una organización productiva, lo cual permite definir cuatro factores principales de localización: Material,
método, mano de obra y maquinaria. En ella se presenta un procedimiento didáctico que permite identificar fácilmente en cada factor principal, otros
factores que afectan el efectivo desarrollo de las funciones de la universidad, denominados factores secundarios de localización. La evaluación de
las alternativas integra elementos de: métodos de localización, investigación cualitativa y métodos multicriterios discretos. Como resultado se obtiene
una metodología y un modelo de localización aplicables a proyectos de inversión cuyo fin sea contribuir al mejoramiento de la calidad de vida de la sociedad. Este trabajo constituye una exploración inicial vista desde la Ingeniería Industrial, sujeta a discusión y análisis por parte de la comunidad
académica a fin de potenciar el mejoramiento y la aplicación de la metodología propuesta, con participación de otras disciplinas.

METHODOLOGY PROPOSED TO DETERMINE THE EMPLACEMENT OF THE UNIVERSITIES: AN APPROACH FROM THE INDUSTRIA ENGINEERING STANDPOINT
Abstract
In this paper, a methodology to determine
the optimal emplacement of
the state's universities in regions is
proposed. To develop this methodology,
a comparison between universities
and productive organizations was
made. Materials, method, labor, and
equipment were defined as main location
factors due to their relevant
role in the success of firms. The methodology
shows a didactic procedure
that allows to easily identify, in each
main factor, other factors that affect
the university's functions (location
secondary factors). Elements of qualitative
research, multi stages method,
and Brown-Gibson method are
integrated in the assessment of alternatives.
As result, a location model
and an integral methodology applicable
to social investment projects is
obtained. This is an initial exploration
from the Industrial Engineering viewpoint,
and it is subject to discussion
and analysis on the part of the acadernic
community so that, with participation
of other academic fields, this
methodology is improved and used.
