As if they were the unfortunate premonitory words attributed to a Minister of Industry in past years, proposing that "the best Industrial Policy is the one that isn't done", we have witnessed a gradual deterioration of the industry in Spain, which in general lines, has been losing production capacity and therefore, contribution to the GDP of our country. One could say that, in that period, a good part of the public efforts have been geared to facilitate the reduction of installed capacity (plans of industrial conversion) and even not to act decisively in the relocations that have been occurring. Could be summed up as deindustrialization in favor of services, and relocation. This trend that, as I was saying, starts in the 80 years has been compounded by effect of the financial crisis that has shaken our country along with other economic situations occurring: in Spain there has been a cumulative fall of industrial production of 30% from the year 2007.
