As stated in the Standard in his Introduction, "Technological innovation that takes place in a country is, more and more so, a critical factor in determining economic growth, levels of welfare and international competitiveness": The idea that concepts competitiveness and innovation are inextricably linked is evidenced by reading regularly published data on R & D expenditures in different countries. Thus, we can conclude that the major economic powers in the international arena are precisely those that show a higher expenditure on R & D in relation to GDP
